What is a confirmed address?
For your shipping address to be confirmed, your shipping address should perfectly match your credit card billing address.
Ordered items can only be shipped to the confirmed address of the payment sender.
Basically we don't ship to an address other than the payment sender’s confirmed address.

A verified paypal account　is the minimum requirement even if you can't acquire a confirmed address because you reside outside of USA.
